Firebuild command line program, the Firebuild GitHub App and Action, and related services

- The Firebuild GitHub Action
queries if the organization or user running the GitHub Action have the
Firebuild GitHub App installed to accept
the Firebuild command line program's license. This query can be run from outside for
GitHub, thus it is possible to query if a particular GitHub user or organization have the
Firebuild Github App installed.
